Other keymaps (e.g. Emacs) can use different shortcuts for the most common actions, hence CTRL + C CTRL + V won't work as desired. Take a look at Configuring Keyboard Shortcuts. Settings -> Keymap is where actions such as copy are mapped to keyboard shortcuts.

Mar 5, 2013 · If you have a pre-built PC, such as Asus, Dell, or Acer, then go to their website, find your model, and download and install at least the keyboard drivers. Not sure if this will help but it's worth the try. I cannot use Ctrl+C or Ctrl+V to copy and paste texts in Google Chrome but I can do so outside chrome. It's not my keyboard that's the issue.
